| Administration Science as an independent discipline arises from the late 19th century and early 20th century when western United States famous theoretical scientist Wilson published"The Administrative Studies"in 1887 .This book Clearly pointed out that"politics is for politicians special activities, and the technical things for administrative staff".So that Administration Science separated from political science. There were several major schools in its 100 years history: the classical school, the behavior school, the decision-making school, the system school.During the 100 years development, it formed different classification systems according to the administration paradigm factors. In fact, there is no Chief theory which majority of academics and practitioners support. In Kuhn's opinion, Administration Science today is lack of a model which majority of our people in this subject approve and support.[1]This shows that the knowledge of administration without a unified dominant theoretical paradigm, but it is more theoretical paradigm. This paper uses the theory of kuhn's layered structure. The core theory of Administration Science comes from political science, and the basic theory is from economics and management science, then the theoretical study of administrative experience, and the outermost layer is administrative experience. This system breaks the three-part structure of the Administration Science system: the subjective, objective and value. This paper also analyzes the Administration Science 's main task is to explore and discover the objective operating rules, form a scientific theory, build administration in a scientific basis. The goal of Administration Science is to forecast, and to choose the best one to achieve the administrative goal.Administration Science methodology consists of theoretical methodology, the specific research methods and technology. Methodology theory is the "Theory" of administration research methods. Theoretical methodology is to determine the overall objectives and guiding ideology of administration, and form the theory of research methods and technology; specific research methods mainly refers to normative analysis, empirical analysis, comparative analysis, systems analysis, and other theoretical research methods; research technology are those highly instrumental, concrete, the means and methods of the collection and analysis of relevant information ,such as the investigation, the questionnaire and sampling design, content analysis, statistics quantitative, model building, the use of computer technology and so on. Administrative Studies with the following dimensions: contribute to the achievement of administrative purposes; through an accurate understanding of the executive, to grasp the laws of their activities and choose the appropriate system, standardized forms, ways and means to enhance administrative efficiency and get better administrative purposes; contribute to the country's political and social stability and development. |
