Job crime is more deceptive and harmful than other criminal crimes. It not only encroaches on governmental normal activities and management, disturbs the social order, imperils the healthy development of economics and social justice, causes great loss to our nation, even endangers the safety of people's life, but also damages the image and the authority of the party and the administration, intensifies the contradictions, debases standards of social conduct, and endangers the political stability.In recent years, crimes by taking any advantage of duty in urban planning area is committed in great number, with the amount of involved money being large, the number of involved criminals being great , the quality of crimes being heinous, the technique of crimes being concealed, and social harms being severe.
