It is a result of many factors. Political system of feudal autocracy is its political basis, feudal bureaucratic clique is its group basis, traditional small-scale peasant economy is its economic basis, and the culture of subjects of a feudal ruler, human culture and the culture of the official position provide it with ideological cultural bases. On a basis of patriarchal system, Officialdom potential rules relies on the human network of ties of blood, folks, school mater and colleagues, Socialization is the main process of its formation, Families, schools, community organizations, public opinions and their own comprehension is the main channels of its spreading . In the course of operation of the officialdom potential rules, punishment system is the fundamental mechanism of restraining the conducts of all the members and protecting its operation .Encourage system is the internal motion forces of its spreading.It is still impossible to eliminate it because the feature of continuity of the long-lasting and far-reaching political culture .Although the officialdom potential rules have brought many negative effects to the reform of current political system, establishment of market economic system ,development of advanced culture and stability of social order.So we can only continue to deepen the reform .Through abandoning the dross and inheriting benign ingredients, we just promote the conversion of the rules, publicize the rules, reduce its living spaces to achieve reduction and even eliminating the negative of influence the officialdom potential rules.
