Research On The Communication Mechanism Of Information For The ERS Organization In The Three Gorges Dam Area

The occurrence of the emergency such as "9.11" events, SARS, Indian Ocean Tsunami and Bird Flu etc. has exposed the weakness of government emergency management mechanism and the absence of crisis responding ability. A new upsurge in the construction of Emergency Responding System(ERS) has risen at home and abroad currently to raise the government prompt (or ready) responding ability to the emergency.It is an very important item for present construction of emergency management system to improve the ERS and perfect the responding speed and efficiency.During the whole Emergency decision-making process ,good communication mechanism of information is the assurance of Emergency quality and efficiency.However,there still exist many problems in some of the emergency responding system such as the organizational structure system, information delivering circuit and even the information communicating mode, which seriously affect the information communicative efficiency and quality among different organizations .The absence of efficient information communicating mechanism also results in the inefficient integrated response to the emergency for the various organizations in the Three Gorges Dam Area . All those factors above will bury potential seeds for the social stability and security in this area.Based on the above background ,this paper constructs a certain kind of information communicative mechanism to improve the quality and efficiency of the ERS organizations so as to stimulate more than perfect the management mechanism of emergency in the Three Gorges Dam Area.The key components can be summarized as the following :Firstly ,based on the overview of the documents ,this paper provides the theory foundation for the study ;Secondly ,according to materials of the field investigation ,it analyzes the existing problems in the Three Gorges Dam Area;Finally,it conducts intensive research on thecommunication mechanismof information in Three Gorges Dam Area from three aspects which includes the redesign of the organiztional structure ,the constrution of the information delivering circuit and the information communicating mode.
