Constructing E-Government In View Of Political Development

With the development of modern information technology, human society has been brought into the information age. While Information technology is bringing convenience to all aspects of social life, it also provides the possibilities of government providing services in more efficiency ways and creating new services patterns. E-government has been as a new model and new pattern of government functions, business processes and organizations in the support of modern information network technology. But E-government in itself is not a simple application of information technology in public administration, but has been brought out as a recreation of organizations and business processes on the government in the support of modern information network technology. It represents the requirements made by the advanced productive forces to the production relations. E-government aims to meet the higher requirements made by economic and social development to public administration in the information era, and to promote the development of democracy. By its very nature, the building of E-government is a political issue, but not simply a technical issue. We must evaluate the constructing of E-government by the standards of political development, and examine the constructing and functioning of E-government by the standards of political development, in order to make sure that E-government serve for the development of democracy.At present, countries all over the world have begun to construct E-government, and some developed countries have kept ahead in the theory and practice of constructing E-government. This could provide some experience to our E-government constructing. However, we must shape our course on constructing E-government based on the analysis of the current conditions of our own, and select the essence while wipe off the draff, and make the strategy suited for our own use. Since China implemented the Government Office Automation, we have been constructing E-government in principle of "first easy then hard, step by step". Now the construction of E-government has made some achievements, especially in the construction of hardware infrastructure. This laid a good foundation for further work of E-government constructing. But in the view of political development, there still some problems existed in our current E-government construction work. They are mainly focused on the mistaken understanding of E-government, the low level of governmental information publicity and the deficient legal system on E-government. To promote the constructing of E-government, now we are urgent to transform the functions of government, to set the goals of E-governmental development in a more scientific way, to form a sound legal system on E-government, and to establish and perfect the system to E-government performance assessment.While constructing our E-government, we should take promoting the development of socialism democracy and political development as a fundamental principle. We must run the conception of service-oriented government through the whole process of construction, implement the scientific development conception in E-government construction, train our civil servants primarily and take the principle of fairness and justice to perfect the E-government related laws and regulations. In terms of technology applications, we should promote the E-government related infrastructure construction, promote the application of E-government construction projects and the integration of the resources, promote the cost-benefit analysis of E-government construction and operation and promote the construction of information and communication network and the websites of government.
