As China is a big agricultural country, the problem of "peasants, countryside, and agriculture" has been paid much more attention to by the government and scholars. Building a harmonious society and a New Socialist Rural Area is a historical great works at present, while we discover that Chinese peasants who take the largest proportion of the whole population turn out to be the weak group. A serious harmful phenomenon is that most of the peasants are Aphasic, losing their discourse right, which blocks the way of building a harmonious society and a New Socialist Rural Area. Therefore the peasants'discourse right is not only an economic problem, but a political one as well. How to enhance the peasants'discourse right? How to improve thepeasants'enthusiasm as being the main part in building the New Rural Area and the final beneficiary? These are great and important problems for our government and society to solve. Peasants'discourse right is that whether peasants, as an interest group, have right to claim interest ,comment on and engage in social and national fairs especially these concerning their own interests and whether their rights are paid enough attention to , in modern interest-diversified-society and contesting economy and political life. The features of peasants'discourse right at present shows that their expression is isolated and dispersed, they have a dim sense of rights, they are often deprived of their rights and that their competence of claiming rights is very low. Organizing peasants is the process of building all kinds of organizations under certain principles and institutions to claim their political, economical , cultural interests.Based on the analysis of the actuality of peasants'discourse right and the reason why it is so. Using the methodology of case study, we draw lessons from the experience of peasants'organizing in western developed countries. Systematic Right safeguarding in Hengyang county, Hunan Province is the case we studied in this paper. And we would like to discuss the important meaning of how organizing peasants improves their discourse right in this paper. At the last section, suggestions for how to improve the peasants'discourse right are presented, which are: protecting the peasants'discourse right by enhancing the available peasants'organization; strengthening their own construction of institution and its operation system, and developing new organizations; cultivating and developing rural social capital and social citizenship and citizen culture among peasants.
