Ethical Factors And Consideration In Public Policy

Public policy is an important means for administrative department to implement political decisions and manage public affairs by regulating and guiding the administrative process. Whether public policy is made and implemented effectively decides the administrative results of state administrative organs. Although many technical problems influence effective public policy making and execution, ethics still plays an important role, especially in the context of the new age, the impact becomes more and more significant. This paper is to discuss the ethics factors in public policy and to propose solution to specific ethics problems in public policy, so as to contribute to research of ethics in public policy.This paper mainly adopts the analytical methods of qualitative and quantitative research, as well as that of empirical and normative research. Qualitative analysis is based on the nature of the subject, so it can only study the quality of the subject, rather than measure the extent of the mature, therefore the author use quantitative analysis to make up for the shortcomings, and strive to achieve an comprehensive analysis. Empirical analysis is objective study, without any subjective views in the conclusion, however, the purpose of our study is to serve human better, so just empirical analysis is far from enough, and personal opinions and views is necessary, where human initiative is required to fill up the deficiency by using normative analysis. Empirical research and normative analysis combine and work together to better serve human beings.The possible innovation of this paper is to come up with ethical principles in public policy research and implementation by analyzing the relationship between public policy and ethics. In addition, the author also gives his own views regarding the causes of ethical issues and the solutions in public policy.
