Electoral system is an important component of the national political system, It provide protection of the full enjoyment of the right to vote for citizens from the legal point,and is an important indicator to measure the degree of a country's political democracy. A series of reforms and improve-ments have taken place in Chinas electoral system. The scope of coverage of direct election is expanded from townships and towns to counties; the differential election system is established; the principle of equality in the right to vote is enhanced; and the allocation of the number of deputies is regulated and perfected together with the electoral procedure. The current electoral system in China cannot meet the increasing demand of building political civilization and the ex-petitions of the general public yet.The reform and perfection of democratic politics in China hinges firstly on the reform and perfection of the electoral system on deputies to the peoples congresses, if the peoples rights are to be ensured in essence. Increasing peoples trust in the electoral organ selection, as a process to discover and reflect the Peoples will, is a wide-scoped work that necessarily involves high proficiency of politics, law and procedure. Only through delicate organization can elections develop smoothly and achieve their goal. The major defect at the moment is the lack of democracy and transparency in the electoral organs, which causes misunderstandings among the general public and a sense of untrustworthiness in the impartiality of elections. It is obvious that current electoral organs are poorly received by the general public. Therefore, the top priority is to reform the establishment, formation and working procedure of the electoral organs, with focus on increasing the peoples trust in them. Three steps should be taken. Firstly, the electoral organs should promote democracy in themselves to get stronger support from the public. Secondly, the electoral organs should maintain impartiality among all candidates. As no one can be the judge for himself, no candidate can be a part of the electoral organ. Thirdly, the electoral organs should perfect their working procedure, increase transparency in their work and subject themselves to the supervision of the general public.
