Even to this day, the governments all around the world have reached a consensus on the matter that it is most necessary to realize national economy informationization and to develop information industry. The government's informationization is an important information-based composition of the national economy. And the e-governance, regarded as the great sign of government's informationization, certainly will become the inevitable choice that governments of various countries march towards the informationization. Having been aware of the importance of e-governance, our government is establishing e-governance in a more cost-effective manner.This paper, through an analysis of e-governance phenomenon, sums up six major bottlenecks, which now are hindering development of e-government in our country. It brings the concepts of value chain and supplying chain in the industrial field to e-governance. In addition, it focuses on two main measurements in order to handle with the bottlenecks.This paper combines the chain model of supplying with the instances, and then presents one model of establishing e-governance -- the government builds up the stage, and enterprises act.
