| With the flourishing development of tourist industry, Zhangjiajie, the World Natural Heritage, is now absorbing the visitors home and abroad. However, tourist industry is a resource industry which is rely on nature and the society and based on resources and the environment tourist is a double-edged sword to the heritage resources. If it were misunderstood, the overexploitation of the tourist resources would bring the enormous pressure to the protection of the tourist resources. Therefore, to safeguard the authenticity and integrality of the most valuable world natural heritage of the whole mankind, prevent predatory commercial tourism development, it is a great subject that our country faces at present.Zhangjiajie is a city which develops depends on tourist industry. There are a lot of mistakes in the development and utilization of the tourist resources when developing the travel industry, such as the serious damages of natural resources and the environmental pollution caused by the serious damages of facilities. The damage of the tourist resources in Zhangjiajie reflects that there is a lot of loophole in the protection of resources of travel in our country; it makes the protection of the tourist resources in the crisis.The problem is caused by so many aspects, both historically and realistically. Among them, the most important reasons are: the unsettlement of legal security system; imperfect legal system; the confusion property right; the useless of Supervise. This paper has proposed solving the countermeasures of these problems from the legal aspect through an analysis of these problems and reasons. Microscopically, the country should accelerate the process of the legacy of the world heritage, set up clear tourist resources property right, strengthen government plan protect natural resources and improve the judicial system. In micro aspect, Zhangjiajie should make scientific scenic spot plan in accordance with the law, strengthen the supervision of the scenic spot, control the number of people to travel strictly, simplify and unify the administrative organization, strengthen international cooperation and the public education on the law. |
