In mid-2006, the Crises Management Team of Public Administration Institute of QingHua University announced "A Web Investigation Report of Chinese Urban Residents about the Crises Awareness". The report shows that the urban residents of our country commonly take a pessimistic view on the developing trend of various crises at home and aboard. Citizens lack a sense of security generally. Public health crises such as SARS, Harbin water pollution, have exposed a lot of abuses and shortcomings on the crises management of our country.But most crises are preventive, so it is particularly important to take precautions. It has a unique rule which crises change into disasters. A lot of disasters can be decreased if people recognize this rule, and take early warning and measures before changing. It's very important to strengthen the early warning mechanism of public crises, and put the focal point on crises management of the early warning.Therefore, comprehensively establishing the early warning mechanism of public crises can restrain and remove the factors of crises forming and erupting, and put down the sudden social calamity paying an extremely slight price, which will maintain the stability and keep the order of society.Among the beginning, the paper chiefly introduces the crises studying situation at home and abroad, and the theoretical basis for research of this article. Then, by comparing the differences of the early warning mechanism of public crises between United States, Japan and China, the paper analyses the inspiration by the successful experience of America and Japan. Then, focusing on the key of the study, the paper analyses the early warning mechanism of public crises of our country, and elaborates the important factors of constructing this mechanism in detail. Finally, the paper verifies this theory by the example of early warning mechanism of food security in our country. By the method combining studies and examples, this paper tries to make the conclusion the most systematic and scientific.
