Our country is being the crucial phase in speeds up the devel-opment, the reform attacks a fortified position the duty to be arduous, the opening to the outside world faced with the new situation; these all set a higher request to the innovation of local governmental management. Only then speeding up the innovation of local gov-ernmental management, we can better implement science development view, develop socialist market economy and construct socialism harmonious society.The administrative value is the administration corpus's understanding and subjec-tive evaluation to the value of administration. On the basis of the reality of the local governmental management innovation, the thesis uses comprehensively the knowledge of philosophy, management, psychology, and others by literature analysis, qualitative analysis and so on; researches based on the values, then draw conclusions as follows:First, the relates between the administrative value and the innovation of local gov-ernmental management is dialectical, the administrative value control the innovation of local governmental management, affects the motivation, goals, and means of innovation, together with the innovations have impacts on the administrative value, innovation is the process of weeding through the old to bring forth the new.Second, although the innovation of local governmental management present the tendency which the conservative administration transforms to the enterprising admini-stration, the centralization administration transforms to the democratic administration, the control administration transforms to the service administration, but there are still signifi-cant deviation of values, mainly for the migration of value main, the bias of value objec-tive, the bias of value evaluation. The main reason for this deviation include the negative influence of traditional administration values, the defects of dominant values, the lack of quality of individual civil servants,.Third, for correcting the values deviation of innovation, we must absorb the out-standing achievements of traditional values and draw on the positive values of the West, establish the values of practical, effective, services and responsibility through the im-provement of the system, the strengthen of education and the expand of propaganda.
