The Study Of County Government E-Government In China

Along with the constant development of information technology, the construction and the pace of development of Chinese E-government has been quickened and the state and governments at all levels are keenly aware of the important role of E-government in achieving the organizational structure and achieving the optimization and reorganization of work processes and building a service-oriented government. As a major national lower management agencies, the distinguishing feature of county government E-government is directly face the overwhelming majority of users and carries out exchange and interaction between the forefront, and directly reflects the quality of government services and efficiency. Therefore, to complete the goal of national information building, the construction of county government E-government has the important meaning.In this paper, in-depth study on the county government E-government, the demand, achievements, the issue and so on of e-government construction has been summarized, while according to cases comparing in Western countries and through internal eastern, central and western cases, problems are summed up and experience is learned from. Finally, the future policy proposals for the development of the county government E-government are given.This article includes four parts.Part one is e-government outlined. From the social background of E-government, it discusses the definitions, characteristics and the building situation of e-government in China.Part two is the construction of the county government E-government. Through the national building and the requests of the residents, the requirements of the E-govemment are analyzed. The achievements of county government E-govemment are described. The problems that exist in the construction are revealed.Part three studies the cases of county government E-govemment. Through the examples of E-govemment in an American county and in three counties in eastern, central and western China, we analyze the features of their E-govemment construction and emulate their successful experience.Part four studies the countermeasure of county government E-govemment construction. We learn lessons from the development of Chinese E-govemment and look forward to the future development of e-govemment situation.The main innovation in this paper has two points. First is the new research perspective. In the past, the studies of E-govemment building are mostly from the macro point of view, and the main thing is to the overall state of E-govemment study and less to the construction of the county government E-govemment. This paper focuses on the county government level, which is closest to the masses of E-govemment and the ordinary people's specific needs, and explores county E-govemment development.Second is empirical analysis. In this paper, detailed analysis of the cases of E-govemment at home and abroad and the county governments in some areas of our country are made. We make empirical analysis of its construction and application, and through a comparative study, we obtain successful experience from the cases to build county government E-govemment.
