Study Of China's Administration Law Enforcement Liability System

Responsibility system of administrative execution refers to the legal system which is made to normalize activities of administrative execution, to nail down the main body of administration and the responsibilities and obligations of its members while they are doing their work and to make the subjects take legal administrative duty as basic content to divide and realize the responsibility of execution and to define the scope and procedure of execution and run their legal responsibilities of these people who not fulfill or illegally fulfill their responsibilities of administrative execution according to the right of execution stipulated by laws , stipulations and rules .Marked effects have been reached since the responsibility system for administrative law enforcement is introduced all of our country:The responsibility system for administrative law enforcement is primarily set up;the regular construction of the contingent of administrative law enforcement is advanced;and the sense of administration according to law and responsibility of administrative law enforcement agencies and officials is strengthened. But at the meantime,there exist many shortcomings.The thesis puts forward to the ways to perfect the responsibility system.First,we should reform the current system of administrative management and professionalize the law enforcement officials. Second,we should design the responsibility system for administrative law enforcement with a scientific concept,set up public system of administrative law enforcement and ascertain responsibility strictly to those who breaks the public system.Third,we should complete the procedures of administrative enforcement and the supervise mechanism of the responsibility system for administrative law enforcement .At last,We should set up the regulation of responsibility's ascertainment for those who have the fault of administrative law enforcement.
