Chinese Civil Officials At County Level Training Research Based On Competency Model

Chinese civil officials at county level are of great significance in the leading cadres of party and government training system. "County governance, rule the world" is a golden rule since China established the system of prefectures and counties. It's profoundly reveals the importance of "County Official" in national governance. According to a survey conducted internal, the civil officials at county level posts in ability have many issues requiring urgent solved. At present, there are still a lot of overt and covert problems in civil officials at county level training.Scholars recognized the significance of competency model in training when did related research on civil officials at county level training in the past, while failed to integrate the training with competency model. This paper innovatively introduce competency model into Chinese civil officials at county level training, as a solution to problems in civil officials at county level training. This is great significance on further theoretical study of competency model and the improvement of civil officials at county level training.Competency of civil officials at county level determines the government ability directly. This paper first analyses the current problems in the civil officials at county level training, concluded training based on competency model is the key to increase the competence of civil officials at county level. Secondly reviewed the researches on competency and the civil servants'competency both at home and abroad. Then analyzed the ability building of civil officials at county level, the methods and steps of the competency model establishment, as well as of the researches on competency model of civil officials at county level by Chinese scholars. Finally based on training system model, from training needs analysis, choices of training methods, training evaluation the three areas analyzed how to train civil officials at county level based on competency model.
