The Research Of The Agency Democratic Administration Of Chinese Local Government

The reform and openness have been on in China for nearly 30 years when the socialist system of market economy is being perfected, and the construction of democratic politics is placed on agenda, which is reiterated definitely in the report of 17th National Congress of the Communist Party of China:〝It is a consistent target for the Party to develop the socialist democracy.〞From this perspective, the democratic consciousness has been emphasized unprecedentedly with the development of socialist harmonious society, and has been a hot issue studied and argued in the academic circles for a long time.However, there is never any theoretic research on the democratic management at the top-down government agencies. The writer argued that the agencies must move ahead in democratic development. Because the agencies strengthen the democratic politics they will set good examples and promote the democratic development of the whole society. The democratic management of the agency is an important link to strengthen the construction of democratic politics in agencies, and it is really very urgent to carry democratic management in effect at present. But it is not the case theoretically and practically. Therefore, it is necessary to strengthen the research on this issue.Based on the above ideas, the article deeply explores how the agencies carry democratic management in terms of the local government's role in strengthening agent democratic management characterized with Xuhui district, Shanghai. Expect it will be instructive to the democratic management of other local agencies.To the point, the article put initial emphasis on studying the origin of agent democratic management and its research conditions and significances, and its research methods and contents. By elaborating the concept of agent management and describing the research conditions I extend the meaning of agent democratic management and elaborate the theoretical and practical significances in studying the agent democratic management, based on which the following three aspects are stressed:First, emphasis should be put on the exploration of professional work in agencies in terms of process. Second, emphasis should be put on studying the management of administrative work in terms of content. Third, emphasis should be put on the quantitative management and checkup of the agent work in terms of outcome.Inspired by the democratic theory inside the Party, I tries to explain the agent democratic management through the theory of organizational administration, and elaborate the source and lawful basis of public officials'participating the agent democratic management by means of the relevant laws such as Constitution, Public Official's Act, etc.The main section of the article takes Xuhui District as an example, and makes a review in the setting of our time: the background and briefs of the agent democratic management from central government to local ones, then discussions on conditions , effects and problems of the agent democratic management, and reasons resulted from the problems. Then the article elaborates that the development of the agent democratic management should be built upon the rational thinking basis of intense investigation, and then put up the opinions of the writer's own: First, ideas are changed; Second, governmental affairs to open to public; Third, systems are perfected; Fourth, stages are set up.Finally, I make a summary account of the article and give a complementary explanation of the following aspects: the adaptation of measures and the limitation of researches. The writer thinks that it is an innovative and bright point to explore the democratic management in the bureaucratic system of administrative organization, and hope to make a further research together with those interested in it.
