Research On China Vulnerable Groups In The Angle Of "Capabilities"

Since the 1990's, the problems of China vulnerable groups has been more and more serious, and it has become a very destabilizing factor that impacts the harmony and the development of Chinese society , which has drawn our party, the academician even the whole society's attention. In this paper, the author also researches the issues of China's vulnerable groups in the same Background of his own angle.This paper is different from the past, which only researches a certain aspect of the vulnerable groups . The author believes that vulnerable groups is a complex problems that can't be identified and solved in only one angle. Therefore, this paper trys to make use of the "capability" theory of Amartya Sen, who won the Nobel Prize in Economics in 1998 , to identify and analyse China's vulnerable groups comprehensively and systematically.Amartya Sen's theory of capability has more extensive information base than single aspect such as income, which can judge the true situation of vulnerable groups better. He advocated to view the freedom, that is,capability from the value and means perspective,he think that the freedom can be divided into substantive freedom and tool freedom in which he also put forward the five tools of freedom which is an important external condition that can raise the individual's capability.By using the Amartya Sen's frame work of analysis, the paper unifies all the different analysis angles of China's vulnerable groups such as economic, political, cultural, and so on. "Capability" concept as the core, from the interaction relationship of the arrangement of outside conditions such as construction of the main of China's vulnerable groups and the tools of freedom.The paper examines the state of survival and development of China's vulnerable groups and explores the deep-seated reasons of production of China's vulnerable groups .In the end,the paper discuses some methods of solving the problems of China's vulnerable groups.This paper is divided into four main parts of the body. The first part describes the theoretical background knowledge of capability, including the connotation of capability and functional activities, substantial freedom, tool freedom and other important concepts. Then it expatiating the advantages of analysing and solving problems of vulnerable groups in China with the theory of capability from the two lays, evaluation analysis and normative analysis. The second part is the description of the reality of China's vulnerable groups, then summed up the conclusion that vulnerable groups' functional activities could not be realized and lack of capabilities. The third part is the causes analysis of China's vulnerable groups, the author think that the fundamental reason is that the capability is deprived of, mainly lacks of tool freedom. The fourth part is the research of countermeasures to solve China's vulnerable groups problems ,that is, cultivating capabilities of vulnerable groups vigorously, through optimization of the conditions of the outside world to promote China's vulnerable groups into capabilities.
