Social credit system is composed of personal credit, corporation credit and government credit. In this system, government credit plays an important role to promote the whole system's construction, which is the core and backbone, as a fundamental guarantee for establishing social credit order. At present, due to the conflict between new and old systems in the process of social structure transformation and system transition, the absences of government credit, especially the absences of local government credit seriously hinder the development of our country's economy and society. Therefore, it's very urgent to construct local government credit against this background.On the basis of concerned theory analysis to the local government credit, In accordance with the principle of"raising problem, analyzing problem and settling the problem",the article is organized and divided into three parts: The first part defines the government concept based on the analysis of relate concept and discusses the relative theories of government credit. The second part is the analysis of the absences and causes of local government credit.
