Gender is an analytic category and study field all over the word since 1980s, it impenetrate various feminism schools, and have become the extremely important theory weapon in the feminine liberation movement, sexual equality is the main connotation of gender. It distinguishes human's sex and gender, emphasized that the sexes are constructed by society. The gender theory takes the sex difference, the social sex role mold and the social sex system as the primary coverage, its spear point refers to the long-term existence of gender treatment, and gender blind policies, which disregard the gender and takes women as the inferior sex, then try to find the solution.Chinese civil servant system, which started in 1993, has a history of only 15 years. Because of the extremely canonization on efficiency and the neglect on equality, it is hard to avoid the gender unbalanced phenomena in the process of transformation from the old personnel system to the modern civil servant system. For the sake of finding out the deep factors existing in social structure, which lead to inequality of both sex, this paper analyzes the policies of civil servant system from the angle of social gender, then try to promote the change of the traditional view of sex, construct a perfect and multiplex social gender, and finally ensure the harmonious development of women and men in the society.This paper contains four parts: the first part introduced the meaning and index of gender equality, reviewed the reform process of Chinese civil servant system. The second part is about the present situation of civil servant system, it pointed out the institutional oversight policy from civil servant' s entrance, in-service, and exiting. In the third part, it inquired the reasons of "lacking of gender equality" from four aspects: polity, economy, culture and law. Above the several parts of foundations, the forth part proposed four countermeasures to promote the gender equality in the civil servant system.
