China is a large country with most of the population engaged in agriculture and therefore the ideological, cultural and ethical qualities of farmers have a close bearing on those of the whole nation. Since the reform and opening up to the outside world, the ethical situation in rural areas has changed a lot, faced with lack of ethical carriers and excellent staff, etc. It was pointed out at the Sixth Plenary Session of the Sixteenth CPC Central Committee that social organizations should be perfected, the social service function should be strengthened, equal importance should be attached to cultivation and supervision, the policy of supporting and managing social organizations according to law should be perfected and all types of social organizations should play an important role in offering service, reflecting appeal and regularizing behaviors.Chinese rural Non-governmental organizations (NGOs) have developed with the rising of the global civil society and they are playing a more and more important role in the morality construction owing to their own ethical nature. On this newborn thing related research has been made in many fields such as sociology, politics and economics, etc. However, few scholars have ever done some research from the view of ethics on the role of rural NGOs in the morality construction in country villages on the micro level. In fact, we can research the role of them, find the deficiencies and their causes and put forward feasible and effective measures, which can make NGOs work well and provide effective ethically adjusting methods for the building of a harmonious new socialist countryside. This treatise includes the following six parts: the first is introduction, introducing the reason for choosing this subject and the significance, methods and summary of the research; the second is mainly about the review of the history and analysis of the current situation; the third expounds the ethical reasons why rural NGOs can function well; the forth is the focus of this treatise, probing into the role rural NGOs play in the morality construction in country villages from both micro and macro point of view; the fifth analyzes the deficiencies and their causes of rural NGOs in morality construction and the last part is the research of the countermeasures dealing with rural NGOs' inefficiently functioning.
