The paper analyzes the decisive role of human in the process of weaponry selection, development and the use from perspective of human's decision of object development, explicates the decisive impact of human on the development of military theory, renovation of combat mode and subrogation of war shape and analyzes the human's control and impact on battle effectiveness from the angle of single-service arms, muti-service arms and integrated joint operation.
