Research On Project Management For The Rapid Mobilization Manoeuvers Of The Reserved Military Forces

It is well-known that the information war may be broken out all at once and the cadence of information war is rapid, therefore, the high ability of rapid mobilization is required. The rapid mobilization maneuver is also the valid method to check up the level of the reserved forces and improve the ability of rapid mobilization.This thesis takes the idea and method of the project management into the rapid mobilization manoeuvers of the reserved forces. We systematically and comprehensively expatiate on the organization and execution of the rapid mobilization maneuvers by using the tools and methods of the project management. And we emphatically research the optimization for the plan of the reserved forces and the integrative evaluation for the rapid mobilization manoeuvers scenario of the reserved forces. The main contents of this paper include:1. This thesis analyzes the project management of the rapid mobilization manoeuvers of the reserved forces. It gives the concept of the project and project management, and it also expatiate the characters and flow of the project management. Furthermore, the relationship between the process of the rapid mobilization manoeuvers and project management is analyzed, and the feasibility of the project management for the rapid mobilization manoeuvers process is demonstrated.2. The rapid mobilization manoeuvers plan of the reserved forces is put in practice in this thesis. The project managent of rapid mobilization manoeuvers is carried into execution; and the main contents include organization management, scope management, time management, quality management, risk management and communication management.3. Finally, a demonstration is given in the thesis. In the rapid mobilization manoeuvers of a reserved force in Hubei, the project organization is founded, what's more, Work Breakdown Structure graph, network diagram, Gantt chart is used in the maneuvers. Whereafter the quality of the rapid mobilization manoeuvers is evaluated by the method of AHP-fuzzy comprehensive evaluation, the result indicates that the quality of the rapid mobilization manoeuvers is advanced obviously.
