| Assessment and evaluation is one of the key problems to be studied and solved for the modern human resources management and development. The assessment and evaluation of cadres in theCAPF is one of the important links for the education and management of cadres in the CAPF as well as a critical issue for the military talent project construction. The CAPF is the people's armed forces absolutely under the leadership of the Communist Party of China. How to set up and amplify scientific, fair and operationable mechanics and system of assessment and evaluation not only relates to some important issues like talent choice and combat strength generation but also directly affects the accomplishment of the nature and aim of the people's armed forces. The CAPF has paid much attention to the assessment and evaluation of cadres during all the historical periods and has accumulated very valuable experiences in decades of army construction, which is critical to maintaining a team of cadres with plenty of vigour who always try their best to work hard. Under the new historical environment, we must carry forward and develop the good traditions. Meanwhile we have to realize that our assessment and evaluation system does not keep abreast of the military construction at new times, does not link up with practice of modern human resources management and development and does not keep up with the military talent project construction, either. This problem is more and more apparent. With a systematic exposition on the aim orientation and historical development of military cadres assessment and evaluation, the essay tries to analyze the current status of military cadres assessment and evaluation in the light of practices from points of view of sciences of system, management and organizational behaviorism in order to find out the main problems and analyze their reasons. In addition it makes comparison of cadres assessment and evaluation between the PLA and the foreign armed forces and tries to find out what kind of management experiences to learn from.
