In today's society, emergencies could break out unpredictably when things, environment and human beings change suddenly; these emergencies may cause heavy casualties, property damages, environmental destructions and social hazards. Confronted with these emergencies, government is not omnipotent. It can't take all the responsibilities and risks alone since there will be too many problems to deal with. In fact, in response to these emergencies, non-governmental organizations are featured with unique advantages. Therefore, the integration of resources and powers of both government and non-governmental organizations and strengthening each other's cooperation and coordination are truly essential to deal with emergencies of today's society and to transform the government functions. Based on the present situation of our country and by using past experiences in history and abroad, this paper aims to compare and analyze, from the perspective of government management, the problems in the management of emergencies. It then proposes the feasibility to construct a virtuous cooperative and interactive relation between government and non-governmental organizations when emergencies break out, and by using Organizational Behavior and Principal-Agency model it further explores the cooperative and interactive relation between government and non-governmental organizations so as to provide a useful reference for perfecting modern emergency reacting mechanism and further improving government management effectiveness.
