A nation is the aggregate of population. Population management is an important part of nation management. It is an important function of a nation's internal management. The rulers at all times and in all over the world expect to manage population efficiently. Only when population is well managed, can a nation be stable and the foundation of a nation be well-knit. Besides, only when population is well managed, can the other behavior of a nation be developed all right. As for our nation, we always depend on the registered permanent residence system to manage population. As is effective to solve population problem under planned economy system. But with the development of economy, when market economy is booming in China, people find that the impact brought by reform is challenging primary system constantly and the traditional registered permanent residence system hasn't been able to adapt to the need of existing population management. Facing to the prominent problem of floating population, registered permanent residence system becomes more and more useless. Scholars and experts exclaim that the problem of floating population will be out of control if effective measures aren't adopted. Shanghai is an advanced city, its economy development is swift and violent, the problem of floating population is also be prominent. The problem of registered permanent residence and actual residence being different is serious. The number of out-of-town population is enormous. These problems have caused a series of side effects and the managing department is perplexed by it. This dissertation tries to help to solve the problem of the population lied in Shanghai, even in all the country by studying the population situation of Shanghai.This dissertation focuses on the"existing population"so as to study all the population who live in Shanghai, not limited to those whose registered permanent residencies are Shanghai. In the process of studying, I think, it's easy to manage those who live in a fixed dwelling place. We can adopt the primary methods to manage them. Therefore, this dissertation focuses on those who don't live in their registered permanent residencies and those who come from other places in the country. All in all, I attention to floating population more. Because the problem of floating population is the biggest difference between the population situation nowdays and the population situation in the era of planned economy.
