Post classification, a scientific, effective and necessary system of human resource management, is the basic of modern human resource management as well as the starting point and basic of other human resource management works. It marks the level of human resource management of a country whether the classification of civil servant is scientific and reasonable. A study of this subject is of great importance.Post Classification is promulgated by National congress of USA in 1923, the first of the nations to practice the classification system of civil servant's posts. In the last 90 years, many countries and regions tried different ways, and formed different classification systems with successful experiences accumulated. Our country started fairly late comparatively speaking: Provisional Regulations of State Civil Servants, promulgated in 1993, clarified the practice of post classification; Public Servant Law, approved by 15th session of standing committee of 10th national people's congress and Order of the President of the People's Republic of China signed by General secretary Hu Jintao, is effective as of January 1st,2006.There is, however, still a long way to go after over a decade of practice and development, and that explains why the author choose this subject to study.This thesis is composed of introduction, four main chapters and conclusion with focus on the structure and function of civil servant post classification system. It studies the related theories, concepts and practice problems, and proposes solutions and suggestions.Introduction discusses the purpose and importance of this subject and briefs the studying methods and structure. Chapter Two introduces related concepts, developing process and functions in a theoretic way; Chapter Three studies the establishment of civil servants system and post classification system; Chapter Four analyses the present condition of that of Jing'an district; Chapter Five provides suggestions; in the end, the conclusion looks into the future the present system, that improvement needs a long development process, but the promulgation of Public Servant Law paves the way to the development and betterment of the systems. Post classification management will push civil servant's management system to perfection in the spirit of innovation and keep pace with the times. |
