The gap between good and bad has influenced the average quality of the funds and degraded the role of foundation for which the fund cannot carry out its duty on the social system.This thesis aims to explore a way for fund development with Chinese characteristics through the analysis of Shanghai loving care and help fund, and the thesis is mainly composed with five parts.Chapter one: Introduction. The first part mainly explained the background and the aim of the research and the result, structure and the method of the study. In this part, I have explained the definition and history of fund, the study achievement of oversea fund, including the theory bases, the type dividing and the development of domestic fund.Chapter Two: Case on Shanghai loving care and help fund. In the second part, the analysis of the fund for Shanghai loving care and help project, the development, nature, tenet, leading institution, organizing institution and the operation bounds of this fund have been made clear, which is the base of the following analysis of the theory.Chapter Three: Issues and root cause analysis on fund's development. The third part has discussed the internal and external problems in fund's development and the reasons which have caused them. External items contain government interference, insufficient tax favor, weakness of public donation sense. Internal items contain difficulty in fund collection, shortage of professionals, and lack of supervision system on fund operation.Chapter Four: Promotion on Fund's Development. The forth part is Countermeasures and Suggestion of Fund Development, which has raised the countermeasures and suggestion of existed problems of the fund. For external problems are: an altered government's function, a rationalized tax policy, cultivation of social charity culture. For internal problems are: improvement of fund's credit, brand development, training of professionals, expansion of volunteers, integrity of supervision system, establishment of social appraisal system.Chapter Five: Conclusion. The fifth part has also forecasted the future development of the domestic fund.
