At the age of economy fast development and social diversification, the public service demands of people are increasing rapidly, but the Public Sector monopolizing public service provision is already proved obstructing the improvement of efficiency and the promoting of justice. The amazing development of the Privatisation in the recent 30 years displays the huge power that the market power cooperates with government in public service provision, but the important function of the Third Sector also takes notice of the people gradually in the progress of the global citizen society. The Third Sector shows such advantages: low cost, high-efficiency and flexible which compares to government in public service provision with its characteristics of the sense of public welfare, voluntary, non-profit and flexibility, and became one kind of new arrangement and mechanism in participating and solving the problem of the public service provision. This thesis starts with the role of the Third Sector in public service provision, illustrates theories of the Third Sector's public service provision model, bases on the present public service providing condition of the Third Sector in China and on absorbs the experience of foreign nations, designed a pattern on how to cooperate between the Third Sector and government, and how to providing public service effectively in China. This thesis could be divided into the following four parts:The first part defines the conception of the Third Sector's Public Service, illustrates the related theories of the Third Sector's public service provision model and point outs the reality demands of the Third Sector's Public Service.The second part is to take British and American two countries as examples, introduces the practice and the model of the Third Sector's public service provision, and concludes the common experience for us to learn.The third part introduces the practice of the Third Sector providing the public services in our country, corroborates the important role of the Third Sector in providing public service by a case analysis, and then concludes the extended experience.The fourth part is according to set up the cooperation interaction relationship between government and the Third Sector in China. With this, deduces the model of Third Sector's public service provision in China and the developing tendency of the Third Sector's public service provision. At the same tine, puts forward some suggestions in order to perfect the public service mechanism of the Third Sector in China.The key point of this thesis is deducing the model of the Third Sector's public service provision from the relationship between the Third Sector and the government in the public service provision, combining the western practice and the China's situation, according to a case analysis seeking the proper model of the Third Sector's public service provision in China. And point put the developing tendency of the Third Sector's public service provision.
