Employment had double meaning for women. One is political meaning marking women's liberalization and gender equality. The other is economic one since women is an important part of labor force and their employment is related to individual and family happiness. There is no doubt with the development of economy, women enjoy much greater political, social, and economic equality today than ever before. However, with the ration of women in labor market is rising, the sex-based discrimination against women is emerging and becoming a social problem. Sex discrimination requires the cost of productivity, efficiency and development, and put women in less favored place. In order to eliminate sex-based discrimination a lot of governments have adopted various policies to achieve gender equality in employment. In china, along with the economic and owner ship structure adjustments and the establishment of the labor market, great changes have taken place in Chinese women's employment during the past decade. Under planning-economy condition, all the adult who could work could get a job through government plans. Under market economic condition, if one wants find a job, she/he has to comities in labor market, owning to the psychical limits, traditional bias of women, lack of practical policies to protect the women's equality in employment, sex-based discrimination such like direct and indirect discrimination in employment, Income gap and gender -based job segregation is a serious problem we are facing. Women' right to employment and achieving gender equality in employment is a topic worthy of further exploration.In this paper, author analyzed public policies, which related with women's employment rights from social gender perspective. And divided these public policies into several types according its times and categories. Consciousness of social gender in public policy is in the community policy formulation and implementation process, the policymaker can penetrate in social the male and female amphitricha difference, realized mainly was the society is fixed a standardized set of cultural system to them has put women in disadvantageous situation, thus the policymaker could foresee the influence of policies and adapt active means to protect women's right. The effective elimination society relates cultural system and social structure influence, promotion both sexes long term harmonious development.Through collecting the data and the investigation results which are carried out by author, it's confirmed that there is sex-based discrimination in employment our labor market. Author believes that. There are three reasons lead to lack of consciousness of social gender in these policies. Firstly, women are rarely seen in the main body of policy-making group; secondly, the policy-makers are unaware of consciousness of social gender; lastly, traditional culture has impacts on policies decisions. Meanwhile, during the policy executive system, the macro policies cannot be converted into practical measurements effectively, the Sex-based Discrimination against women in employment has not been eliminated in china. At the end of this paper, through comparing with the women's employment policy in the west, author gave advise on how to perfect the system on eliminating discrimination against women in employment, including promoting social gender consciousness mainstreaming in policy-making level; cooperating with NGOs in order to achieve gender equality and create a culture that promotes women's development and gender equality in labor market ; establishing and perfecting labor policy basing on gender equality, strengthening social security system and social supporting system; setting up independent supervisor organizations.
