| Under the condition of informationization, the integrated joint operation has been a new form of modern war. The military logistics is experiencing a deeply revolution correspondingly. In order to follow the development of the new worldwide military revolution and to win the information-based local war, the JiNan Military Area Command has been a experimental joint logistics site to explore a novel joint logistics based on the current guarantee system and support mode under the command of the Central Military Commission from July of 2004, which will radically improve the joint guarantee ability of the military. However, the present joint logistics only plays an insufficient role due to the constraint of the current organization system, establishment and the guarantee measures. Thus, introducing the thought of distribution support into the joint logistics, which makes full use of the advantages of joint logistics, greatly improve the utilization of the resources, such as personnel, material, capital and time etc., and efficiently accomplish the mission of support during peacetime and wartime. Under the background of joint logistics in our military, the research work on distribution support is of great academic and practical importance.The contributions of this paper are as follows.A deep research on the development of the joint logistics in our military and a detailed analysis on the characteristics of the military supply chain are made. Moreover, the advantages and disadvantages of applying the supply chain into our military joint logistics are pointed out, the theory of BPR is summarized and a project of distribution support is proposed. Finally, the target and feasibility of applying BPR theory into the reconstruction of the supply mode under joint logistics are brought forward.A distribution support system is built on the joint logistics system in JiNan Military Area Command using the successful experience of logistics support in US army for reference. and the function of the information management system in it is further detailed. Then, the establishment and management of the distribution center, the adoption of the advanced technology, and the structure of the talent are introduced. In addition, the construction of supporting measures for the entire distribution support system is perfected.An exact case of the distribution support applying in the joint exercise by China and Russia named "Peace Mission—2005" is reviewed. And the economic benefit of distribution support in the joint exercise is analyzed by study the model of Vehicle Routing Problem. From them, the achievements of this research are revealed.In conclusion, this research, which fills the investigation blankness of the proper support modes under joint logistics background, is of great guiding significance for the logistics support of our military under integrated joint operation circumstances in the future. It will help to alter the support mode and improve the support ability of our army in the coming military revolution, and advance the development of our army's logistics support. |
