Analysis Of Thoughts On Global Governance Of The Socialist International After The Cold War

After the Cold War, with the increase in global issues and the strengthening of interdependence among nations, the global governance is not only a simple theoretical issue of international politics, but also is an urgent matter of practice in the current international politics. Adaptation to the characteristics of globalization and the international situation after the Cold War, the Socialist International proposed and developed its global government through the congress, the council and the commission. It is very useful to talk about and analyze the origin, contents, and practice of these ideas of the Socialist International.There are three parts of this paper:Firstly, I will talk about the origin why the Socialist International put foreword ideas of global governance, mainly including the growing number of the global issues, the weakening of national sovereignty, the prevalent of neo-liberalism, neo-conservatism and unilateralism, the plight of the Socialist International's members confronting. After the Cold War, because of the growing number of global issues, the Socialist International thought that it was necessary to establish a shared responsible system of solving global problems by breaking the boundaries of the traditional sector, industry, national and regional, which related with the survival and development of humanity. Economic globalization and the development of information technology is changing the traditional state sovereignty, of which migrates upward to supra-national bodies and down to the civil society movement. It is a rare historic opportunity for the Socialist International that it hopes the social democracy can play the leading role in the global government. After the Cold War, dominating the world with its hard power and soft power, the United States carries out the new liberalism, the new conservatism and the unilateralism in the foreign policy, which are essentially different of the ideas for global governance of the Socialist International. It is the import reason that the Socialist International proposes the thoughts on global governance. Under the impact of globalization, the members of the Socialist International is facing a series of difficulties, for example its welfare policies is challenged, the downfall of the Soviet Union and East European countries have also damaged social democracy, so the Socialist International needs to adjust its theory at the right moment in order to adapt to the new global environment and walk out of adversity, the Socialist International puts forward the ideas for global governance.Secondly, I will analyze in details the main contents and practice of global governance by the Socialist International, including the global security governance, the global political governance, the global economy governance, the global social governance and the global human rights governance. The contents of the global security governance by the Socialist International include: international disarmament, in pursuit of the common security, the cooperative security and the comprehensive security, the establishment of a more effective international security system, conflict prevention, and the fight against terrorism to realize the lasting peace. The contents of the global political governance by the Socialist International include: the avocation of political priority, the establishment of a democratic global political structure, the establishment of a multi-polar, multi-level and multi-main system of global governance, and the reformation of the United Nations, the establishment of a fair and democratic political world. The contents of the global social governance by the Socialist International include: the achievement of sustainable development, with emphasis on the protection of the environment, achieving full employment and the solution of the immigration problem. The contents of the global human rights governance by the Socialist International include: Emphasis on the protection of the rights of minority groups, the protection of personal safety, the development of universal education, the maintenance of the cultural identity and the establishment of a new order of universal human rights. To achieve these theoretical ideas, the Socialist International has carried out massively effective practice, strengthening the influence of the ideas for global governance.Thirdly, I will make a critique to ideas of global governance by the Socialist International. These ideas insisted and developed the basic notions of values of the Socialist International and reflect the points of pluralism and pragmatism, which are also the international notions of"the Third Road". The thoughts on global governance of the Socialist International have big progressive, which stress the function of the mechanism, helping to realize the global governance on the basis of law; build a concept of the harmonious development In the relationship between man and nature, national interests and global interests, state and society; Uphold the banner of peace and democracy, contributing to the establishment of new international order; the thoughts on global governance of the Socialist International can be used as reference significance to China on the main body, the object, the basic goal and the way. However, the thoughts on global governance of the Socialist International has a strong ideological idealism color, moreover because of the challenges of neo-liberalism, neo-conservatism and unilateralism, the difficulty to coordinate the members of the Socialist International, the thoughts on global governance of the Socialist International are very difficult in practice.
