Research On Puzzledoms And Countermeasures Of Non-government Organizations Development In China

Since undergoing "Open Reform Policy" in 1978,China has stepped into a new era where both political and economical policies have been transformed and developed,as well as the booming economy and the dramatic changes throughout social status.The society organization structure has been deeply changed and formed by government,corporations and non-government organizations(NGOs).After NGOs developing for many years,the quantity and categories of NGOs are increasing and the size of NGOs is magnifying.NGOs' independencies have been increasingly strengthened.The NGOs' validity has been gradually admitted by the government and the society.NGOs have shouldering more and more social functions and responsibilities.Although NGOs have accomplished tremendous development,there are still many problems in NGOs' interior and exterior.Firstly,this dissertation describes the research background,summarizes the NGO research progress and proposes the necessary problems needed to be resolved.Secondly,the general theories about NGO's concept and basic character are introduced including the research about the NGO classification.The social functions are also analyzed.These provide the theoretical base for the following research.Thirdly,this dissertation analyzes NGOs facing puzzledom and divides it into two classes,internal puzzledom and external puzzledom.To the external puzzledom,it can be summarized two aspects:law and rules faultiness,the characterization and classification not clear.To the internal puzzledom,it can be summarized several aspects:the self-development not enough, the role and function acknowledging is not clear,the behavior standards not criterion, the organizing capacity infirmness,the whole distribution asymmetry.Based on the analysis,this dissertation proposes the corresponding solutions, which are divided into two classes:the countermeasures for internal and external puzzledom.To external puzzledom,the solutions include changing the government's management idea,improving the legal system,increasing the support for NGOs.To internal puzzledom,the solutions includes gaining the government support, introducing the enterprise management methods,using image marketing and fund raising strategy.Finally,this dissertation takes Changsha Small Animal Protection Association as an example to analyze the developing status of regional NGOs,explains the general puzzledom of NGOs and proves the effectiveness of the proposed solutions.
