The Research On The Perfecting Of Administrative Supply System

As an administrative law system and administrative behavior model ,administrative supply is the one that can present welfare country and benefit-giving administration theory fully. It plays a more and more important role during the government function. It not only can ensure citizen enjoy the basic living condition and provide the condition and possibility for human development, but also can regulate the economic and proceed the economic development to realize the harmonious development for the whole society. Thus it is significant to perfect the administrative supply system. Judging from the current practice, China's administrative supply system has already established. It has played a major role in the protection of people's survival and development, but it can not be ignored, administrative supply still exists some shortcoming and disadvantage in the legislation, law enforcement, and judicial level. And the main reasons that have caused the shortcoming are: present administrative law theory in our county, people just only pay more attention to the study for the inactive administrative behavior, such as administrative punishment, administrative enforcement and so on, benefit-giving administration is not with the scope of our administrative law ; our backward theory of administrative supply ;the public's weak awareness of the rights actually and really. Therefore, in order to perfect China's administrative supply system, we must take a series of measures. such as construct a perfect administrative supply practical system from three aspects of legislative, law enforcement and justice; administrative law theory must strengthen the research on the benefit-giving administration, upgrade the legal status of the benefit-giving administration, enrich the basic theory of administrative law; the government should be changed to the servicer ; enhance social awareness of the right .Among the many different measures,the update of government administrative theory and the change of roles are the most important. So the government should stick to the idea o service administrative and responsible government, by changing the traditional conception, turning the role from the benefit-giver to responsible person and service, from inactive giving to active supply, then it will be better to make more benefit for people and constructing more harmonious society.
