| City cluster has become national growth pole since middle 20th century as general trend of urbanization in developed countries. Moreover, urbanization is reflected not only in rapid expansion of city size and sharp increase of city numbers, but also in improvement of urban structure and quality. Facilitated by developed transportation and communication systems, cities of different scales gather in certain geographic area and function interactively to form a common community, which depend on each other, restrict each other and act as partners to each other.The emerging of City clusters not only leads to the reorganization and change in the special shape and scale of urban areas, but also forms the new flowing regularly and distribution of all kinds of factors in the urban areas, such as capital, industry, human and information and so on, which also results in the scale of city infrastructure and structure of communities. All of these challenge the current administrative system of city. With fast development and extension of urbanization in our country, especially since entering 1990s, coming forth the special shape of Urban area like the City cluster in the west countries, so how to establish the governing institution adapting to our country, is very important and indispensable for the system of urban development in our country.The management system innovation in the integrated development of CZT city cluster is chosen as the theme of this thesis as a complicated mega-system, which may be a trial. In light of theory of integrated development of city cluster and based on literature review on similar studies on urban clusters at home and abroad, this paper starts with the process of CZT integration and defines the related concepts. The present situation of CZT city cluster is analyzed and various problems in the management system are described. To find solution, the measures taken by other three well-known city clusters in China in management system reform and innovation are analyzed as focus to bring lessons to be learnt by CZT city cluster. In Chapter four, aiming at solving the problems of CZT, the three administrative management models under heat discussion academically are compared by the author. In the end, measures are proposed regarding mechanism building in six fields in the integrated development of CZT city cluster. |
