With the development of globalization and trade liberalization, traditional barriers to trade such as tariffs, quotas, licenses and foreign exchange control have been weakened. Now, they have not blocked the free trade so much. While since 1960s and 1970s, the protectionism in international trade has become more and more increased, and Technical Barriers to Trade (TBT) has become the most important form to hinder international trade by its huge covering, concealment and flexibility. China, one of the developing countries, has been greatly inhibited in export trade by Technical Measures of Trade. Therefore, study on the performance, causes, economic effects, international management and legal countermeasures of Technical Measures of Trade has considerably significance both in theory and in practice. The thesis begins with clarifying the concept of Technical Measures of Trade and the difference between Technical Measures of Trade and Technical Barriers to Trade; then the paper provides an overview of some international mechanisms for restricting TBT, especially the WTO/TBT Agreement; finally, the paper gives some suggestions to solve this problem in China.
