With the coming of the age of Economic Globalization, development of IT and new Technological revolution during the 1970s and 1980s, the traditional Bureaucratic system was no longer capable of managing the government. At that time, Western government administrations were highly centralized. That led to aggravated Government monopoly and the rampant of bureaucratize. At the same time, the huge financial deficit, financial crisis, administration crisis and trust crisis made the situation worse. Numerous of the Western governments began to make the transfer from level restricting and flexibility lacking system to"New Public Administration"system which is lead by the market and full of flexibility. In the coming years, this system was speeded to all over the world. It emphasizes the integration of motile-subjects and to solve the problems existing in the governments. It provided the new method of public management research. In our country, this kind of research was started later than the western countries. With the administration system reforming and the duty transformation of the government, the performance evaluation and performance management got more and more attention. It was speeded and implicated in our public sectors gradually. There is no doubt about the powerful function of the performance evaluation, but there is still some problems have not been clearly solved yet. For example, which respect the system is incarnated in, whether it would be useful in the coming years. Because of the different condition of the different governments, the methods can not be used arbitrarily. So further research of performance evaluation and the applicability for different department would be benefit to the public sector management.This paper is consisting of three parts. Part 1: Definition and the Development Process of the Public Sector Performance Evaluation. Part 2: Functions of the Public Sector Performance Evaluation. Part 3: the Research on the Performance Evaluation Methods.In part 1, first I introduce the basis of the public sector and analyze its meaning. There is no unification definition of the performance evaluation methods yet. Chinese scholar Mr.Hu defines the performance evaluation as the degree which the product of the government satisfied the need of the people. Chinese scholar Mr. Zhou defines it as the evaluation of public outcome on the basis which is aimed at coherence of inside management and the outside effect, the quantity and the quality, economic factors and politics factors, rigidity criterion and flexible criterion during the process that specific organizations including board sense government, non-profit organizations and public enterprise perform their duties.Since we resume the research of the subject of administration in 1980s, many scholars raise some criticism of inefficiency of our traditional administration system. By researching in this area and summing up some experience of the administration system reform, they made some valuable outcome. This paper focuses on the process of the administration system reform of USA and UK and the paper analyze measure and act raised in different period during the development. This paper also statement the development of our public sector performance evaluation method and becoming more and more mature since the reform and open up.In part 2: I analyze the functions of the public sector performance evaluation. Generally speaking, that is the value of evaluation and the effect of the public sector performance management. As the performance evaluation is paid more and more attention, it becomes more and more important to clarify the routine operation and to clarify could be effect in the future. So we can say clarifying the functions of the performance evaluation and analyzing the value of the performance evaluation for application is the precondition to apply these methods. As I analyze in this paper, the functions of performance methods are consist of six part which are basic function, competition function, ambition function, restriction function, supervising function and comparison function. The analyzing and research on performance evaluation is benefit to the reform of the administration system. It would make all levels of government and the public sectors working more effectively. Also it would consummate the administration system and make our administration step forward to becoming serving government.The last part after the analyze of the public sector performance evaluation methods, there is no hard to get the conclusion that the function of performance evaluation methods including the basic function, competition function and so on do all have positive effect on raising the performance of organizations. That is the basic of the further research. The six functions mentioned before could not be implementing without an inerratic and scientific approach. For the time being, there are mainly four popular methods:"3E", benchmarking, balanced scorecard and customer satisfaction. Each of these methods implements some of the functions mentioned before. Along with the development of the economic politics and civilization, there are some new demand on the product and the service of the public sector. In fact the new situation, we find that there are some limitations of these methods. Owing to the limitations, we should consummate the law and the system and improve method to making them more reasonable. We should found the institution for performance evaluation and educate and train more people to be capable of applying these methods. And we also should found high performance information system. These efforts would do the government of performance evaluation methods application.The analyze makes us clear what functions of the performance evaluation methods are. Research on the functions helps us to analyze performance evaluation methods better. But to show the real power of these functions, we have to implement the performance evaluation method. The innovational contribution in the paper is that the functions could be incarnated by each method was analyzed. No method incarnates all those six functions and each of the methods has its own limitations. The advices to improve the methods were in the last of this paper. For the time being, there are many person pay their attention to the performance evaluation methods, but few effort was made in the aspect. The paper was amid to do some contribute to introducing and analyze these functions and methods.
