Virtually, globalization is the tendency under which the integrated development of the world economy makes the various countries keep in touch closely and mutually depend on each other day by day. But at present globalization has already influenced the various countries' politics, the culture and so on profoundly. Then in this case, whether the economical globalization will cause political globalization, how the socialist countries to be able to stand firm in the globalization where the capitalism occupies the control status? Under the situation of globalization, the economical integrated development simultaneously inevitably brings the induction of political and cultural value idea. Especially with the unceasing development of information which is the important attribute of promoting globalization and the East and West information flowing speeds up, it is influencing one generation of China extremely deeply, strengthening to guide the ideology and the value idea of the younger generation, which should be the major problem relating the consolidation political power Chinese government must pay attention to highly.At the present time, what social development of China faces is the international background where globalization is accelerating to develop. Economical questions inevitably react to the political domains so as to influence politics. In the tide of globalization, China is in the organizational reform and social reforming time. Each aspect is facing the huge challenge and opportunity in the globalization. In this process, the political culture is experiencing deconstruction and vicissitude, and the construction of political culture relates to the development and stability of one nation. Taking the globalization as a field of vision, this article intend to analyze existence condition and existence question of Chinese political culture through combing the implications of globalization and political culture, and on the basis of analyzing influence which the globalization make to the Chinese political culture , to propose questions which should be pay attention to and construction ways during building political culture of socialist with Chinese characteristics. The article mainly constitutes by three parts:First part: To analyze the concepts of globalization and the political culture.First, it has been clear about the implication of globalization, the inherent contradictions, pointed out that the development of economical globalization has brought the very big impact to the various countries' politics, economy, culture and even people's thought. The globalization has become objective tendency which does not shift according to the concrete environment, region, social system, pattern of development, and the ideology. It starts from the economical domain, and affect to politics, military, culture and other domains. The globalization development at present already was an indisputable fact. The globalization process has become an indisputable fact filling intrinsic contradictory essentially, in which there are many dissociable phenomena. But this kind of intrinsic contradiction of itself is advantageous to progress of human society. Although the globalization is the concept which is explained at first in the economical significance, the globalization is not only restricted in the economical aspect, but also is the comprehensive propelling process which has covers the factors of politics, culture and so on. It can say that the political culture is one of dimensions which the globalization involves.Secondly, it analyzes and compares domestic and foreign concept limits and researching condition of political culture, and analyzes and elaborates five basic dimensions and six functions of political culture. From this discourse, it may manifest the significance and value of researching politic culture.Second part: in sight of the globalization, it elaborates the existence condition of the world political culture, the present situation of Chinese political culture , thus analyzes and summarizes the influence which globalization make to the Chinese political culture. Our country is in the organizational reform and the social reforming time, the political culture is experiencing the structure and the vicissitude. In the present stage, the pattern of our political culture is that the socialism political culture occupies the dominant position, but as a result of the economical globalization, the multiplication of social benefit as well as the glorious historical and cultural traditions, adding the new background of reform and open policy, it causes the our country political culture to manifest the characteristics of diverse and the complication.1 Tradition and modernity coexist, and the modernity trend is obvious day by day.2. Mainstream political culture and non-mainstream political culture coexist, and the mainstream politics culture is playing the main role.3. Native cultures and the external cultures develop the good and discard the bad in the collision. In the globalization process, the boundary is broken among the cultures, the culture surmounts the different regions, different national limits, and affects mutually through the exchange and the dissemination. Therefore the political culture also receives the influence of globalization. The globalization has already brought the new challenge and new opportunity for the politics culture of contemporary China , simultaneously Chinese political culture moves towards world, and is also playing own unique role.Third part: on the basis of the first part which analyzes the globalization and the political culture theoretically and the second part which describes the present situation of political culture in sight of globalization, and uniting fundamental realities of contemporary China, it points out the questions which should be pay attention to and the construction ways during building political culture of socialist with Chinese characteristics in sight of the globalization. As one idea form, political culture does not means purely subjective consciousness and imagination, but correlates with the material life condition of specific social people. The grasp to the political culture must certainly penetrate into the social physical production and the relational domains. But simultaneously it also must consider the characteristics of political culture, the influence of the traditional political culture and the Western political culture to the political culture of our country at present stage and how to treat the traditional political culture and the Western political culture. Through considering above questions what can be obtained is that during constructing political culture of socialist with Chinese characteristics, it should be supposed to pay attention to following question: 1.The political culture of our society occur profound change in reforming time.2.To treat the Chinese traditional political culture correctly.3.Treating the western political culture scientifically.On the basis of above analysis, this article discusses and proves the way of constructing the political culture of socialist with Chinese characteristics: 1. Constructing socialism core value system, and enhancing attraction and cohesive force of socialism ideology.2.To continue steadfastly to implement"taking the economic development as the center, to persist the Four Fundamental Principles, persisting the reform and open policy and developing the socialist market economy". Lay the solid economic basis and political basis for the development of Chinese political culture.3.Must raise consciousness of citizen's political main body, the sense of political participation and political approval consciousness. 4. Must consummate the channel of political socialization unceasingly and enhance the entire national political culture quality 5. Enlarge dynamics of thought and political education, and guarantee effectiveness of the theory and the ideological education, and strengthen the citizen's approval to the mainstream political culture.6.Brings honor to the Chinese culture, and construct the Chinese nation to be the spiritual home.China is in the key developing time at present stage, it must have diligently to construct the socialism new political culture by the positive posture which keeps pace with the times, and accelerate our political developing modernization to obtain the entire society with the stable development.
