Adoption is an ancient law system as well as a complex social phenomenon. It is a mirror reflecting the changes in our family life and the efforts of family law to address those changes. This has caused it to be variously defined: in different societies, in the same society at different times and across a range of contemporary societies. It is currently being re-defined by the Adoption and Children Act 2002 in the United Kingdom. The Act repealed the Adoption Act 1976 and significantly amended the Children Act 1989.It marks an important change in the government's policy towards adoption, particularly in the use made of it by local authorities in respect of looked after children. This paper mainly provides the legal framework for modern adoption practice under the Act in UK.Besides preface and conclusion, this paper consists of 4 chapters. The first chapter gives a brief account of the background to the Act. It considers the policy and legal issues that arose in the reform progress. Chapter 2 leads into some important changes to the principle, parties, process, the order and its consequences introduced by the Act. And the third chapter analyses their significance for adoption regulations. Chapter 4 discusses the present defects of Chinese adoption legislation and proposes some legislation countermeasures against those disadvantages.
