On The Supervision By The Masses Under The Vision Of Harmonious Society: Function, Problems And Countermeasures

The people are the most important force to exercise democratic supervision. As an important component of the system of power control and supervision, supervision by the masses has four social harmony functions: coordination of interests, mechanisms protection, evaluation and social education. However, in real life, supervision by the masses is not only faced with major theoretical dilemma, but also exists many adverse factors which constraint its social harmony functions in people's thinking, the form of participation, system construction, and the cadres' opinion. Therefore, in order to improve supervision by the masses in the practice of building socialist harmonious society, we should thoroughly analyze the main difficulties faced by the masses supervision and the reason of it. We should take nurturing high-quality subject, standardizing acts of the masses, dredging the substantive channel and correcting ideas of the cadres as the object. Based on social harmony, we should take measures in the material foundation, the basic elements, the operating mechanisms and the operating environment to explore the specific path of improving supervision by the masses.
