The economic globalization, as a historic tide, a worldwide phenomenon and a hot topic, now ceaseless enters into a variety of areas, such as economy and politics. It has changed the administrative environment of our country greatly, and then has put forward a new request to Chinese government system from four aspects (right and obligation system, operation system, administrative legislation and enforcement, organizational structure) .At present, the institutional change of Chinese government has achieved some performances, but was far cry from the demand of the economic globalization. Since the 1990s, in order to adapt to the economic globalization, the Western developed countries have launched a campaign about the change of the government system. Simply speaking, there were mainly four kinds of modes, respectively, market mode, participant mode, elastic mode, relaxation mode. These reforms have all optimized the government system directly or indirectly, which was deserved for our reference.In terms of the external pressures and the internal requests, for China, the change has no time to delay. This paper, based on the institutional economics and other disciplines, will explore a framework which is according with the national conditions in China. Considering the actual conditions in China, the change of Chinese government system should be set about from the following respects: restriction system, monitoring system, operation system, organizational structure, information- feedback system, prompting system.
