Over more than ten years, certain effects have been scored in the establishing of the publicfunctionary system of our country, and a series of problems have also come into being as well. Atpresent, out of the unitary-ness of the public functionary administrative system, a few realisticproblems have there-from been aroused in the selecting and promoting work for the publicfunctionaries of the administrative enforcement category; how to innovate the classifiedadministration system for the public functionaries, to widen the more rational professionaldevelopment space for the administrative-enforcement public functionaries for the purpose ofdoing the selecting and promoting work practically well for the public functionaries of theadministrative enforcement category and of setting up a selecting and promoting mechanism forthe public functionaries of the administrative enforcement category that is scientific, objective andof strong operability, so as to build an industrial and commercial administrative contingent of highqualification within a short period by making use of the currently existing public human sourceand to design a complete set of selecting and promoting program for the public functionaries ofadministrative enforcement category that is more scientific, objective, bidirectional and of strongoperability with a view to promoting the public functionary professionalization reform, hasbecome an urgent need of the personnel engineering of the Suzhou Administration for Industryand Commerce.Taking the "Public Functionary Law of the People's Republic of China" aslegal basis, the scientific-ness and practical applicability as basic principles, the talentappraisal theory as theoretical ground, and the act, system and quantitativeadministration idea as foundation, the author of this dissertation, starting from theanalysis of the integral qualification of the public functionary contingent of theadministrative enforcement category of the Suzhou Administration for Industry andCommerce, through the research of the problems and causes existing in theselecting-appointing and promoting of the public functionaries of the administrativeenforcement category to probe into the post-position "double ladle system"promotion administrating method for the public functionaries of the administrative enforcement category, and by making use of talent appraisal technique as a selectionmethod to deliberate a examining and assessing system for the public functionaries ofthe administrative enforcement category that is in conformity to the sciencedevelopment view and correct government achievement view as well as is ofoperability with scientific-ness and practical-ness being stressed and correctpromotion guidance being established, has initially set up a set of professionaldevelopment administration mode that is suitable for the public functionaries of theadministrative enforcement category in the industrial and commercial administration,which will also be able to play certain reference role for the selecting and promotingwork for the public functionaries of the related administrative law category.
