With the coming of information era, the construction of E-Government was in full swing all over the world, and. the development level was increasingly higher. To cope with the more and more intense demands of mobility by society and the needs of information and service by public service providers and public themselves, and to grasp the opportunity which was bring by mobility, governments started to attached increasingly higher attention of M-Government. However, relative to E-Government, M-Government is not still mature yet. Its development is just in the inception phase, especially to our country. Although China have made some progresses and gained some results, there are still some problems and factors exist in impeding the development of M-Government. The goal of the research is to discuss and analyze the base, problems and strategies of China's M-Government, and provide some references and lay certain foundation for the further practice and research of the development of China's M-Government construction.The paper began with the concept and connotation of M-Government, and then analyzed the current situation of China's M-Government construction through elucidated the theoretical and practical bases and alien construction experience. The paper affirmed achievements as well as summarized the problems that existed in current China's M-Government construction. Meanwhile, it analyzed the causes from government aspect, society aspect and culture aspect. The paper also discussed the management, society and economy value of China's M-Government construction, and elucidated the important value of it. Based on the discussion above, the paper expounded the strategies of China's M-Government construction from the aspects of guiding principle, development procedure, construction module and government's responsibilities.The last part of the paper was a case study of China United Telecommunications Corporation's mobile office system which was used in Guangzhou. It more deepened explained the practical significance and further development directions of China's M-Government construction.
