The social security system has become one of indispensable part for improving the socialist market economy, for China economic growth, for sustainable growth, for maintaining the safe of society, for facing the phenomenon of old age and family small-scale.China is a big country with agricultural industry. The agricultural population has been the big majority for the gross population. The existence and development of agricultural population has been the common issue for the whole society. The new value and meaning was given to the social security of the rural areas by the new topic of"construction of harmonious society", which was put forward during the Fourth Plenary Session of the 16th Central Committee of the Chinese Communist Party."Accelerating the establishment of the social security system is suitable for the characteristic of peasants, and putting the focus on carrying forward the industrial injury and social maintenance system and the medical care for serious illness provided for the peasants", pointed out by the Primer Wen Jiabao on the Fifth Plenary Session of the 10th national People's Congress."At the same time, it was indicated that the lowest live security system will be set up this year coving the whole country. In the present stage, there's big gap between the rural and town of city social security. How to ensure the agricultural population who made the big contribution for China's economic growth enjoy the benefit of social security, to make sure of overall, harmonious and sustainable development for the different field as social politics, economy and culture, is the issue of what we should concentrate and focus in the future. Therefore from now on what the nation should do is to strengthen the investment for the agriculture, rural areas and peasants, in order to construct the social maintenance legal system for rural areas of China.
