The Study On The Problem And Strategy Of Farmer's Inquiry In China

The study of this thesis based mainly on the research of others', and associates the historical environment which our country currently locates. Then we propose the research. First we initiate from the history of the inquiry system in our country. Through inspecting inquiry history in our country, we discover the original intention of establishment of the farmer inquiry system, considering the insufficiency of current farmer inquiry in our country and its harm to the social stability, and discover the outlet above this foundation which our country farmer inquiry reforms. In Chapter One, we mainly introduced the research summarizes, the significance and the analysis method, and proposes the necessity and the possibility of analyzing farmer inquiry in our country through the constitution and entrusts - proxy theory. In the second chapter, we mainly inspect inquiry and inquiry system in our country, farmer inquiry implication limits and its historical evolution; mainly excavate the historical rule and the establishment original intention of inquiry development in our country. We think that the inquiry is at first recognized as an important channel of reflecting the public opinion and communicating the Party and the masses. In Chapter Three, we elaborate the foundation of the farmer inquiry. In this chapter, we propose the legal, cultural, and social bases for the fanner inquiry to exist in our country. It is the foundation of proposing that we cannot cancel farmer inquiry immediately in our country and the only way is to reform and consummate. In Chapter Four, we mainly elaborate the current situation of the fanner inquiry in our country, the realistic problems as well as its functions to the development of our society. The present situation and the extant problems are the starting points of farmer inquiry reforms in our country, and the function of the fanner inquiry is one important reason to its existence. So this elaboration is also regarded as the base of the following elaboration in this article. In Chapter Five, we elaborate the way of the fanner inquiry reforming and consummation in our country: putting the fanner inquiry as the channel of farmer's interest expression, establishing the National People's Congress inquiry committee, the inquiry proxy system and enhancing farmer's organization sense to strengthen their negotiation ability. In this chapter, we firstly discuss the possibility of taking the farmer inquiry as the channel of farmer's interest expression. Then we discuss how to bring the farmer inquiry into the line of the farmer interest expression, and we propose to bring the farmer inquiry into the framework of the National People's Congress institution and strengthen the farmers' own organization construction to realize successfully the farmer inquiry reform.
