Research On The System Of Recycling Economy's Policies And Laws

In China, recycling economy (RE) is the specific manifest of carrying out the science development view, the objective request of transforming the economical growth way, the inevitably choice towards the new industrialization path, the significant action to optimize and adjust industrial structure, the guide of the advance in technology and the technical innovation, the way that must be taken to realize well-off society and civilized society, and it will be the best pattern to go to social and economic sustainable development in the future. But, RE is not a spontaneous or an aware economic development pattern, its non-spontaneous characteristic has decided that to promote its development needs an explicit guiding system and a reliable supporting system. By its inherent standardization and compulsory characteristic, policy and law become to be the essential method and effective ways that impulsing recycling economy. According to the situation of our country, we put forward the request of building the RE's policy and law system. The aim of the article is to quicken the building of the RE's policy and law system in China and in Zhejiang province, and also to accelerate the development of RE in China and in Zhejiang province.This article starts with the research actuality, analyzes the meaning of making up the system of RE's policies and laws in China, the government's function in the development of RE, and also the pressure and the necessary of making up the system. Then we introduce the domestic and overseas system of RE's polices and laws across comparative research, sum up the similarities and differences between them. This is the groundwork of the article. On the basis of this, we discuss the relationships between RE's legislation and other relative legislations. This part includes the quality of RE' law, the conformation of its law system. This is one of the article's emphases. Following, we demonstrate the foundation of RE's basic systems, and we also advance the content of ten basic systems. After this we bring forward the system of RE's polices, that is to table proposals from industry, science and technology, finance and revenue, consumption, education, investment and financing. At last, we study out the regulation for the implementation of RE's law in Zhejiang province, which on the basis of preliminary draft of RE's law in PRC. Moreover, we put forward the frame of RE's local codes and policy suggestions in Zhejiang province. This is the innovation of this article, and also one of the emphases.
