| The natural heritage is the precious and non-renewable heritage which was bequeathed to human being by nature. As an important part of nature environment, it's significant to protect the biology-diversity, to maintain the ecological balance and to promote the harmony development between the human being and nature .The protection of natural heritage is one of the necessary contents for the sustainable development of human being. Although more and more people begin to pay attention to the protection of heritage these years, the work of heritage-protection in China become more and more difficult. The absence of heritage-protection law is the sticking point causing this problem despite some due to the Chinese old administration system. The writing of this paper mainly aim at perfecting the nature-heritage protection legal system to promote the sustainable development of the nature-heritage which is significant in protecting the precious nature-heritage and promoting the sustainable development of environment and resources. The theory and knowledge on the tourism resources, the environment-science, the environment and resources protection law , sociology are used in specializing at the law-protection of nature heritage in writing this paper .The paper tries to give some useful suggestions on the legislation and the execution of nature-heritage protection law after analyzing the current nature-heritage protection laws of China and studying the advanced experience of the America and the Canada in legislation and administration of nature-heritage protection.There are 5 chapters in this paper:The 1st chapter mainly discusses the basic problems such as the definition of nature-heritage, the characteristic as an important environment resources, the great value to human being and so on, which are the preparation of next chapter.The 2nd chapter analyses the relationship between the protection of nature heritage and the sustainable development of environment and resources which contain two parts: The one is the relationship between the protection of nature-heritage and the environment and resources protection law; the other is the relationship between the protection of nature-heritage and the practice sustainable development of environment and resources.The Chinese nature-heritage protection laws are summarized at the view of the law of nations and domestic laws respectively in the 3rd chapter, consist of the parts the carrying out the Convention Concerning the Protection of the World Cultural and Natural Heritage in China, the trait of Chinese actual nature-heritage protection laws and administration system ,and the effect of them。Finally this chapter points out the limitation of actual laws based on the analysis the problems above.The 4th chapter mainly introduces the advanced experience in the construction of nature-heritage protection laws and the trait of the administration system of America and Canada.The last chapter of paper gives some suggestions on promoting Chinese nature-heritage protection laws such as the constitution of the Heritage Protection Law of China, the improvement of the legal and administration system and so on after analyzing the problems above especially considering the disadvantage of the actual legal and administration system of China.
