Construction And Positive Study Of Harmonious Society Index System In Changsha City

Human being is entering a brand-new civilized city era in the 21_st century. Harmonious society and city are the ideal social pattern which human being has been pursuiting for, represent the future development direction and draw more attention from government, all walks of life. The ability to construct the harmonious society, put forward in the fourth session of 16th NCCPC and put to the prominent position, is one of the abilities of administration. A set of harmonious society index system which is suitable to local characteristics is an urgent matter.Based on the existing research experience, the paper took harmonious society theory and society index system theory as the basic theory and, according to the definition of harmonious society, constructed a set of harmonious society index system of Changsha City, including 4 level-one indicators, 9 level-two indicators and 25 concrete indicators Then, the paper used AHP to get the weight of all indicators, used the Fuzzy Subordination Function Law to carry Non-difference harmonious society index and used mathematics methods to carry positive study on the construction of harmonious society in Changsha City. In addition, the paper set up an evaluating system aimed to harmonious society development.The results showed that the indicator survey for harmonious society in Changsha city is developing well, the three indicators survey for harmony, economy and nature keeping moving as a whole while the indicator survey for human relationship fluctuating obviously. Among the 25 concrete indicators, 3 indicators have achieved the target value, 12 indicators kept growing, 8 indicators grew fluctuating and 2 indicators of the total value of imports and exports and investment in fixed assets kept lowering. Then, the paper analyzed the developing process of harmonious society and the existing problems, including uncoordinated development between unbalanced development of city and countryside and fast economic development, economic development and environmental protection not synchronizing, the economic efficiency and the investment efficiency being low, the social security coverage being low. Finally, some countermeasures have been proposed: to change 'the dual structure' between urban and rural and enhance peasant' s income, to pay more attention to social justice and regulate the adjustment of income assignment, to unite the speed, structure, quality and efficiency, to establish the social security system and to keep a good relationship between economic development and ecology , population and resources.
