| It must lead to corruption without political power supervision. How to supervise the political power effectively is a difficulty which perplexes the governing party. Historically, there are many theories or methods on poltical power supervision both abroad and at home. In our country, many emperors paid much attention to the political power supervision and set up relatively perfect institutions based on the social conditions in order to continue and solidify their imperial powers. In the west, what the drafters of the US constitution tried to make in their opinion that every source of power should be restricted and valued as the government power is increasing has already been approved to be true in the history of political institution development of the developed countries. As the political and administrative powers increase in the social development, the supervision institution in the capitalism countries is becoming more and more perfect. One of the key problems in democracy is the establishment of effective supervision institution so that the public have the enough power to supervise the public power, and the public sectors and their personnel can administrate public affairs based on the people's will and wish. Under this supervision institution, the political democracy predominates in the whole sociaty and the public democracy right is protected. Presently, the social background under which the government officers are restricted to abuse their power has been established.Theoretically there are different angles of view on supervision. The new institutionalism provide a useful approach to study the supervision. The corruption is defined that the government service officers use the administrative power and public resources for their self-interest. From the point view of the new institutionalism, The corruption is defined that public sectors, government service officers and traders participating in the corruption activities make a rational choice after the cost-and-benefit calculation to get the maximal interest for their own while the institution itself affects cost-and-benefit calculation and finally the choice of the corruption is made. There is a great deal of corruption among the China Government Service Officers during the present transformational period, and this corruption is becoming worse and worse without any stoppage. Now corruption is seen everywhere because many officers in the government benefit themslves by corruption. This kind of corruption is called institution corruption because it is the defect of the present social institution structure and arrangement that lure more and more officers into corruption, while much corruption is seldom found and accused of. In other words, corruption has became an effective way for some government officers to get maximal benefit with the minimal crisis of being punished. In this case, it is necessay for the government to innovate social institutions, create the encouragement mechanism and restrict the administrative power in order to stop corruption effectively and efficiently.It is noted that the growth and spread of corruption is faster and faster in China since open-door policy. This tendency is certainly impairing the moral foundation of our ruling party to certain extent, and of cause constitutes the potential menace to the validity of China's politics. One of the characteristics of corruption is of quick and strong imitable prevalence, from local to large area, from individual to groups. Now anti-corruption is a challenge facing our ruling party which is involved in economic growth now. Therefore, it is necessary to put some rational component in the construction of power supervision institution. The new institutionalism is theoretically regarded as a component used for reference. This paper tried to analyse theoretical causes of the present power supervision institution, institution design and operational status, particularly it analysed the bottlenecks and obstacles in the operation of poltical power supervision institution, and their profound causes in history and culture through annotation of power, supervision and institution, using the new institutionalism as a analysis tool, and finally put forward some suggestions to improve the operation of poltical power supervision institution, including the keystone, difficulty, sticking point and thought, path, especially the improvements in the integration of the supervision institutions and operation for the enhancement of the present power supervision institutions. This paper in fact provides some ideas for reference in terms of methodology in the operation of poltical power supervision institution in our contury under new institutionalism. |
