IIIn modern organization and management, the function of encouragement is playing a more and more important role. To some extent, the level of encouragement of an organization determines the level of its overall management.With the law of government office workers of China put into practice, the encouragement of government office workers is gradually systematized and standardized. The sixth division of chapter 1 of the law specially specifies: the management of government office workers puts equal emphasis on both supervision and encouragement. The problem of encouragement of government office workers attracts more and more people's attention.However, with the study of encouragement of government office workers increasing, no concrete and deep study is made concerning the targets of encouragement, as a result, the function of encouragement system of government office workers is not very satisfying.Any system of human society, if wanted to be efficient, must agree with human nature. The knowledge of human beings is the basis for establishing government office workers system. Different human nature must have encouragement theory and model that goes with it. On the basis of the previous research results, from the perspective of human nature, combining ancient Chinese nature theory and Western human nature hypothesis, this thesis makes a concrete and human analysis of government office workers. This paper combines theoretical background and reality, takes into account the actual needs of government office workers in real earnest, studies encouragement factors and finds various ways to improve the present encouragement system government office workers.The whole thesis is divided into four parts. Part I is introduction. Part II gives a systematic account of the present encouragement system of government office workers. Part III IV ,on the basis of western and eastern people's different knowledge of human beings in different periods, makes a human analysis of government office workers on the basis of western and eastern people's different knowledge of human beings in different periods. Part IV analyzes the problems and present condition of the present encouragement system of government office workers. Part V, in accordance with the present situation, puts forward the solution to improving the encouragement system of government office workers, so as to establish encouragement system of government office workers with Chinese features, which can extensively and persistently motivate creative spirit.
