A Study On The NGOs' Ability Lacking In China From The View Of Public Management

The object of the research in this article is "non-government organization" in china, and the problem of the NGOs lacking of its ability. The core content in the article is exploring of the manifestation and reason of the problem, what more is the way to resolve the problem. In the article, the writer analyzed the problems from the view of public management and got conclusions basing on a investigation of non-government organization.There are four chapters in this article. Main idea of every chapter may be outlined as follow. In the first chapter, it has analyzed the social function of the NGO from the view of public management. Fisrtly it analyzed the status of the non-government organization in our country; then research the enlighten of western country in developing the NGO. In the second chapter, it has analyzed the manifestation of the NGOs lacking of it's ability. And defined the problem as, "in the circumstances of nowadays system and social environment, as the NGOs' can't stand alone and self-government ,further more its' level of standard and development is too low, the NGOs ability of keeping alive and developing is weak, the afficiency of its' run is low, at the same time, the NGOs has losed in offering social service to satisfied diversified need generally". In the third chapter, it has analyzed the reason that lead to the NGOs lack of its' ability. That includes the reforming of our government ,the system for NGOs living and developing and so on. In the third chapter, it has researched the way to resolve the problem. On one hand the NGOs must improve itself, on the other hand we must offer a good environment for NGOs.
